在2007年金融市場危機之後，國際貿易停滯不前。但是，對於急劇的保護主義激增的恐懼並沒有實現。保護主義措施的增加遠遠低於1930年蕭條期間的增長。根據以往商業周期的經驗，它比預期的要少。WTO和其他貿易協定和條約在保持經濟衰退的過程中保持抑製作用發揮了重要作用。同樣重要的是，世界已經開始逐漸認識到國際貿易作為一種合作博弈的性質，當合作協議從其他方進行重新調整或每個人都參與這種機會主義行動時，從合作協議轉移的收益將成為嚴重損失。
